Congressman Roscoe Bartlett’s Speech Draws Crowd to Chant “No, No, No” to House Democratic Health Care Reform Bill
Speaks to Health Care House Call News Conference at the Capitol

Speaking after dozens of prior speakers, Congressman Roscoe Bartlett generated roars of applause and enthusiasm with his remarks at a Health Care Reform "House Call" press conference held by Republican House members on November 5, 2009 on the West Front of the Capitol Building.
"There are 3,400 'shalls' in the Democratic health care bill," Congressman Bartlett told the crowd. "In plain language, shall means must. That means there are 3,400 you must do this or that in this bill. One of those shalls is that you shall buy health insurance. If you don't buy health insurance, the Democratic bill empowers the Internal Revenue Service, IRS, to penalize people through the tax system. Do you want that?"
The crowd yelled back, "NO!"
"Say NO to this bill," said Congressman Bartlett. "No, No, No.!"
The crowd joined Congressman Bartlett chanting “No, No, No” for almost a minute.
Congressman Bartlett said that he was encouraged by the size of the crowd. Seven bus loads of people drove down from Hagerstown, Frederick and Bel Air in Rep. Bartlett's district. Votes precluded Rep. Bartlett from meeting with the two bus loads from Frederick. He did meet with the two bus loads from Hagerstown. He met many more constituents and Marylanders who stopped him to thank him over the course of the day, including dozens who stopped by his office.
